Modern Optimization Methods for Decision Making Under Risk and Uncertainty

Modern Optimization Methods for Decision Making Under Risk and Uncertainty

The book comprises original articles on topical issues of risk theory rational decision making statistical decisions and control of stochastic systems. The articles are the outcome of a series international projects involving the leading scholars in the field of modern stochastic optimization and decision making. The structure of stochastic optimization solvers is described. The solvers in general implement stochastic quasi-gradient methods for optimization and identification of complex nonlinear models. These models constitute an important methodology for finding optimal decisions under risk and uncertainty. While a large part of current approaches towards optimization under uncertainty stems from linear programming (LP) and often results in large LPs of special structure stochastic quasi-gradient methods confront nonlinearities directly without need of linearization. This makes them an appropriate tool for solving complex nonlinear problems concurrent optimization and simulation models and equilibrium situations of different types for instance Nash or Stackelberg equilibrium situations. The solver finds the equilibrium solution when the optimization model describes the system with several actors. The solver is parallelizable performing several simulation threads in parallel. It is capable of solving stochastic optimization problems finding stochastic Nash equilibria and of composite stochastic bilevel problems where each level may require the solution of stochastic optimization problem or finding Nash equilibrium. Several complex examples with applications to water resources management energy markets pricing of services on social networks are provided. In the case of power system regulator makes decision on the final expansion plan considering the strategic behavior of regulated companies and coordinating the interests of different economic entities. Such a plan can be an equilibrium − a planned decision where a company cannot increase its expected gain unilaterally. | Modern Optimization Methods for Decision Making Under Risk and Uncertainty

China’s Evolving Policy Processes under the Comparative Lenses Theories and Evidence

China’s Evolving Policy Processes under the Comparative Lenses Theories and Evidence

This book takes a broad approach to studying China’s policy processes. It aims to shed new light on the characteristics of China’s political systems and to adapt theoretical frameworks of policy processes developed in Western democracies to China. In 2021 Xi Jinping introduced the concept of “whole-process people’s democracy”. This new discourse calls for a deeper understanding of both traditional and new mechanisms and institutions functioning in China’s policy processes. Bringing together scholars with extensive fieldwork experience in mainland China and Taiwan this edited volume investigates governance mechanisms and institutions of policy processes in China from different perspectives such as mass line Tiao–Kuai coordination and People’s Congress. The book focuses not only on traditional topics such as agenda setting and policy change but also on political-administrative relations policy mix design and delivering service contracts in communities. A comparative analysis of three social enterprises in Taiwan is provided as a case study of non-governmental actors’ (lack of) influence on policies in a context that is different from mainland China. This book will appeal to scholars students and practitioners interested in policy processes in mainland China and Taiwan and in comparative theories about policy processes around the world. | China’s Evolving Policy Processes under the Comparative Lenses Theories and Evidence

Omics Analysis of Plants under Abiotic Stress

Omics Analysis of Plants under Abiotic Stress

This new volume highlights the various emerging techniques and molecular applications that are currently being used in plant abiotic stress physiology. It provides a thorough overview of omics approaches in response to stressors such as low water accessibility (drought) excess water (flooding/waterlogging) extremes of temperatures (cold chill frost and heat) salinity mineral deficiency and heavy metal toxicity-many of which are the result of climate change. The book with chapters contributed by specialists in the field emphasizes the broad variety of themes using an omics analysis of plants under abiotic stress factors at the cellular and molecular levels. The chapter authors explore a variety of approaches to address plant abiotic stress including proteomic approaches genome editing applications and system biology approaches. The volume takes into consideration from omics perspective how to use the plant-microbe interaction to make plants more resilient to changing climates. It also looks at the role of ionomics (the study of complete mineral nutrient and trace elemental composition of a plant species) and osmoprotectants to address multiple abiotic stress tolerance in plants. Omics Analysis of Plants under Abiotic Stress provides the fundamental information for all who are working in or have interest in this specific field. Unquestionably this volume will be beneficial for common use of research students teachers and persons who have interest in plant abiotic stress physiology.

The Case Against the Davis-Bacon Act Fifty-Four Reasons for Repeal

The Case Against the Davis-Bacon Act Fifty-Four Reasons for Repeal

The Davis-Bacon Act is a United States federal law that established the requirement that prevailing wages must be paid on public works projects. In this book Armand J. Thieblot argues that the law was passed under false pretenses and based on flawed economic logic. Despite this the law continues to expand in scope and increase in cost. The act is supported by a substantial bureaucracy within the Department of Labor that has resisted all efforts at substantive modernization or reform. Today the Davis-Bacon Act is the bedrock upon which stands one of the last bastions of private unionization in the construction industry. This book provides a compelling list of fifty-four separate reasons why the Davis-Bacon Act should be repealed. Thieblot deals with the history purposes and administrative concepts of prevailing wage laws providing an overview of the act's administration. He covers the survey and determination process and delves into how the act is administered. Thieblot summarizes its direct and indirect costs evaluates counterclaims on the economic impact of Davis-Bacon and considers compromises short of full repeal. Also included are seven appendices that provide full support for the conclusions summarized in the main text. Thieblot documents a case against Davis-Bacon that is neither judgmental nor political but he does question whether there is compelling public interest in maintaining a federal prevailing wage law. He puts forward a list of reasons why the Davis-Bacon Act should be repealed making a convincing case that deserves action and not just simple consideration. This work should be read by all economists lawmakers and government officials. | The Case Against the Davis-Bacon Act Fifty-Four Reasons for Repeal

Cognitive Dependability Engineering Managing Risks in Cyber-Physical-Social Systems under Deep Uncertainty

Cognitive Dependability Engineering Managing Risks in Cyber-Physical-Social Systems under Deep Uncertainty

The work is a context-oriented analysis and synthesis of complex engineered systems to ensure continuous and safe operations under conditions of uncertainty. The book is divided in four parts the first one comprises an overview of the development of systems engineering: starting with basics of Systems Science and Single Systems Engineering through System of Systems Engineering to Cognitive Systems Engineering. The Cognitive Systems Engineering model was based on the concept of imperfect knowledge acquisition and management. The second part shows the evolutionary character of the dependability concept over the last fifty years. Beginning from simple models based on the classical probability theory through the concepts of tolerating faults as well as resilience engineering we come to the assumptions of Cognitive Dependability Engineering (CDE) based on the concept of continuous smart operation both under normal and abnormal conditions. The subject of the next part is analysis and synthesis of Cyber-Physical-Social (CPS) Systems. The methodology consists of the following steps: modeling CPS systems' structure simulating their behavior in changing conditions and in situations of disruptions and finally assessing the dependability of the entire system based on CDE. The last part of the work answers the question of how to deal with risks in CPS systems in situations of high level of uncertainty. The concept of a Cognitive Digital Twin was introduced to support the process of solving complex problems by experts and on this basis a framework for cognitive dependability based problemsolving in CPS Systems operating under deep uncertainty was developed. The possibilities and purposefulness of using this framework have been demonstrated with three practical examples of disasters that have happened in the past and have been thoroughly analyzed. | Cognitive Dependability Engineering Managing Risks in Cyber-Physical-Social Systems under Deep Uncertainty
