Small and medium enterprises (SME) have attracted increasing interest in the last few years and industrialization is no longer seen as a linear way of development. This book analyzes how SME clusters emerge in a developing economy. Using India as a case study it addresses one central question: If growth has largely failed to be inclusive so far and if employing a work force in increasing returns activities through a different trajectory of industrialization is largely dependent upon industrial clusters of small and medium sized firms then what are the structural infirmities and asymmetries that need to be taken into account in the context of framing policies related to industrial clusters? The book identifies the structural infirmities in industrial clusters in India which could be typical to any of the developing countries and sharply in contrast to European success stories. Blending theory and empirical material it provides a middle ground between the two extremes of a uniform policy assuming ‘one size fits all’ and a specific policy based on individual cases. The book redraws the broad contours where space and production processes mutually constitute each other giving rise to outcomes somewhat generic to underdevelopment. The law plays an ambiguous role in running business. While legal tools can be used to tame uncertainties for example by concluding contracts to safeguard enforcement of future claims they can also generate uncertainty. These secondary uncertainties like ones stemming from vague rights and obligations may be counterbalanced by using different resources and strategies including acting informally modifying business plans or accepting the losses from unpaid dues. This book discusses how small and medium enterprises use the law abstain from using the law and use alternative pathways to manage business uncertainties. Examining these topics through the lenses of an extensive qualitative and quantitative empirical study on justiciable issues access to justice and legal uncertainty among SMEs in Poland it implements and expands upon the paradigmatic paths to justice methodology which has been successfully used to study conflict resolution access to justice and utilisation of the law by individuals in more than 30 jurisdictions. It argues that the grand promise of modern law - that it is a certainty-providing neutral and democratic device to resolve problems and conflicts - is not fully delivered. This book project highlights creative approaches to planning and local development. The dynamic complexity diversity and fluidity which characterize contemporary society represent challenges for planning and development endeavours. While research and policy work has extensively focused on large cities and on metropolitan regions there has been relatively little work on ‘smaller places’. This book shows that if these new challenges affect all places and regions small and medium-sized towns (SMSTs) are suffering many specific problems that call imperatively for the design and implementation of very imaginative creative approaches to planning and local development. What could enhance creativity in local development and planning? Is it possible to talk about creative capacity building at the level of a town that might release imaginative and innovative activities? Under what local and non-local conditions is creativity being initiated and flourishing? What are the major obstacles and in what way can these be contained in order to safeguard pockets of creative action? Interdisciplinary and with case studies from France Norway and other European countries this volume presents a wide range of approaches and territorial contexts of small cities and towns in which spatial dynamics and the consequences of the city-region for urban planning theory and practice in Europe are highlighted with a special focus on the challenges for - and understanding of - planning and development of SMSTs. International production networks in manufacturing particularly in machinery industries have rapidly developed over the last two decades resulting in dramatic increases in intra-regional and intra-industry trade providing a key source of regional growth integration and development in East Asia. This book provides a better understanding on how to effectively further increase SME participation in East Asian production networks and in doing so identifies key challenges and issues that they need to address.
