Service Provision and Rural Sustainability Infrastructure and Innovation

Service Provision and Rural Sustainability Infrastructure and Innovation

Access to quality services and community infrastructure are vital parts of supporting sustainable and resilient rural and small town places. Renewing outdated infrastructure and supporting the delivery of services in rural communities present significant challenges from the constrained fiscal and policy realities of the 21st century. Drawing upon contributors from five Organization for Economic Co-operation and Development (OECD) countries this book describes innovative service delivery and community infrastructure models that are appropriate to the contemporary rural and resource-dependent regions of developed economies. The examples show that an entrepreneurial approach to service delivery and infrastructure provision by local organizations and governments is needed. Critical economic and community development supports are crucial to assist creative and innovative sets of solutions that work for small communities. Chapters in this book argue that community development foundations for resilient rural and small town communities and regions must be co-constructed and co-delivered in partnership by both local and senior government actors in terms of both policy and committed resources. This volume will be extremely valuable for students scholars and community development practitioners exploring policy-making government initiatives and community service provision in rural and small town places. | Service Provision and Rural Sustainability Infrastructure and Innovation

Foundations of Public Service E Pluribus Unum

Foundations of Public Service E Pluribus Unum

Designed to serve as a basic text for introductory courses in public administration this pioneering work provides students with a clear-eyed understanding of the vital management functions covered in most standard textbooks with two important differences. First it is written to address the needs of both the experienced practitioner and the entry-level public servant. Case examples bridge the content-rich environment of practitioners with the principles of public administration sought by pre-service students. Second the discussion of management practices is grounded in the political and ethical tensions inherent in the American constitutional form of governance. This innovative approach reflects the authors' belief that public administration operates as an integral part of the country's political traditions and thereby helps define the political culture. Key themes in this third edition include: • an emphasis on the ways in which public administration and their agents play a critical role in ensuring legal and political accountability of the political system; • an exploration of local public administration as the backstop of American democracy requiring a close working partnership between part-time elected officials and career administrators; • careful examination of the ways in which the American political economy requires administrators who are skilled at co-producing the common good with voluntary associations businesses nonprofit organizations and other governmental entities; • an understanding that public administration plays a critical role with its prudential judgments in balancing the competing values necessary to secure a regime of ordered liberty. Every chapter has been thoroughly updated with particular attention paid to chapters on budgeting and revenue e-government and the digital divide shared power and the rise of wicked problems and the future of public administration in the United States amidst deep polarization. Foundations of Public Service 3rd Edition provides a framework for understanding American political traditions and how they inform public administration as a political practice. It is required reading for all introductory Public Administration courses with an emphasis on practice and real-world applications. | Foundations of Public Service E Pluribus Unum

The Central Government-Funded Teacher Education Policy in China Impacts on Career-Choice Motivation of Pre-service Teachers

The Central Government-Funded Teacher Education Policy in China Impacts on Career-Choice Motivation of Pre-service Teachers

This book utilises expectancy–value theory and undermining effect of extrinsic reward theory to examine the impact of the Central Government-Funded Teacher Education (CGFTE) policy on Chinese pre-service teachers' motivations for choosing the teaching profession. Quantitative data analysis revealed six distinct categories of motivations to teach: teacher influence job advantages (extrinsic) social value (altruistic) personal interest (intrinsic) others' suggestions and fallback career. These categories were further exemplified in ten narrative stories. The findings indicate that the CGFTE policy attracts high-school graduates with higher intrinsic motivation to enrol in teacher-training programs but it seems ineffective in increasing their intrinsic career-choice motivation. It is argued that the CGFTE policy which emphasises extrinsic benefits but limits professional development does not have a significant negative impact on pre-service teachers' motivation to choose teaching. This conclusion is supported by the offsetting effects of the policy's restrictive and encouraging aspects as explained by expectancy–value theory and the qualitative data. Nevertheless the intrinsic motivation of policy-funded pre-service teachers did not improve as much as that of their self-supported counterparts indicating potential undermining effects of the policy. The study concludes by discussing the implications of these findings for enhancing the CGFTE policy teacher training and career education in China. The book will be an essential read for students and scholars of higher education Chinese studies and educational studies in general. | The Central Government-Funded Teacher Education Policy in China Impacts on Career-Choice Motivation of Pre-service Teachers

Vietnam’s Socialist Servants Domesticity Class Gender and Identity

Vietnam’s Socialist Servants Domesticity Class Gender and Identity

Since Vietnam introduced economic reforms in the mid-1980s domestic service has become an established sector of the labour market and domestic workers have become indispensable to urban life in the rapidly changing country. This book analyzes the ways in which the practices and discourses of domestic service serve to forge and contest emerging class identities in post-reform Vietnam. Drawing on a rich and diverse range of qualitative data including ethnographies interviews and narratives it shows that such practices and discourses are rooted in cultural notions of gender and rural-urban difference and enduring socialist structures of feeling which in turn clash with the realities of growing differentiation. Domestic workers’ experiences reveal negotiations with class boundaries actively set by the urban middle class who seek distinction through emerging notions and practices of domesticity. These boundaries are nevertheless riddled with gender and class anxiety on the side of the latter partly because of the very struggles and contestations of the domestic workers. More broadly Minh T. N. Nguyen links the often invisible intimate dynamics of class formation in the domestic sphere with wider political economic processes in a post-socialist country embarking on marketization while retaining the political control of a party-state. As a pioneering ethnographic study of domestic service in Vietnam today this book will be of great interest to students and scholars of Southeast Asian culture & society social anthropology gender studies human geography and development studies. | Vietnam’s Socialist Servants Domesticity Class Gender and Identity
