In Caribbean Tourism, Jean Holder tells the story of how, when, why and whence tourism, now the driver of most Caribbean economies, was introduced into the region and why its journey has been a turbulent one. Tourism was one of the means of diversifying out of a Caribbean sugar industry that was beset with difficulties after emancipation in the 1830s. This situation was made even more difficult by the fact that tourism is in itself a complex and invasive phenomenon which does not require a history of colonialism and racism to provoke strong reactions in a society. Holder takes case studies from those islands where Caribbean tourism first blossomed – Barbados, Bermuda, the Bahamas, Jamaica and Cuba – to demonstrate the post-emancipation complexities and the measures taken to address them. He details the history of various regional entities and the roles they played in the development of the Caribbean tourism industry and goes on to analyse Caribbean tourism performance in the second decade of the twenty-first century against the background of the state of the world economy, the forecast for global tourism and air transportation performance and the prospects of current major and potential markets of the emerging economies of the BRIC and other countries. In outlining a sustainable strategic plan for the industry, which pays special attention to the current needs in the areas of product development and the exploration of new niche markets, especially sport, culture and heritage, Holder expresses continuing confidence in the tourism sector. In spite of current challenges, the tourist industry is resilient and the Caribbean’s best hope for continued development, provided the region works together and plays to its strengths.

Environmental Assessment is an inherently interdisciplinary mechanism which is concerned with the input and quality of information about the likely effects of development upon the environment. It is a useful tool for examining aspects of the relationship between law, governance, and the regulation of decision making, which have been central to the development of environmental law. In this volume, the procedural mechanism of environmental assessment is analysed. The author argues that, notwithstanding its procedural nature, environmental assessment is highly material to the outcome of a decision. A major focus of this analysis is the enhanced role of the developer in shaping the outcome of a decision by assuming responsibility for providing information on which a decision will be based, in accordance with a broader agenda of expanding the roles and responsibilities of participants in environmental decision making. The author draws upon several contemporary projects as case studies of assessment: a global port, an offshore windfarm, a flood defence strategy, and a recreation centre. In analysing these sites of decision making from a legal perspective, the author touches upon the key determinants of environmental assessment: discretion, the significance of environmental effects, alternative options, and participatory rights. Finally, the volume looks to the future development of environmental assessment: as an avenue for protest, and, alternatively, as a standardized component of international contracts for development.

Madagascar is a poor country with very little power on the world stage. As a former French colony, Madagascar’s wealth has often been viewed as available to others with more power to take and use as they please. This trend continues today; while its unique flora and fauna and potential mineral resources excite international business, government, and conservation interests, for the most part, the lives of Malagasy people receive little attention. In this context of powerlessness, an indigenous Christian movement offers empowerment and healing to people with mental illness. The movement, little-known outside the country, has offered care and community to many of society’s outcasts for over a century. The impact of the movement’s work is so great that national health officials depend on the movement for mental health services, which are woefully lacking outside the movement’s camps. In this volume, the movement’s strategies for caring in community are explored, particularly focusing on understandings and uses of power among the powerless. The book includes discussion of power use and abuse by colonial, missionary, ecclesial, national, and international forces, analyzes relationships between the powerful and powerless, asks theological questions about power and the Jesus movement worldwide, and invites conversation on the potential power of the building of communities of care for people with mental illness in other contexts globally, to work toward healing, justice, and health.
