Bush argues that a dialectical approach to conflicts between ethics and aesthetics can point to a broader, axiological vision––informed by a Trinitarian conception of reality––in which the whole, a coherent theory of value, is more than the sum of its parts.

Bush was an unusually eventful one, encompassing the fall of the Berlin Wall and the reunification of Germany, the dissolution of the Soviet Union, the invasion of Panama, the Persian Gulf War, and contentious confirmation hearings over Clarence Thomas and John Tower. Bush has said that to understand the history of his presidency, while "the documentary record is vital," interviews with members of his administration "add the human side that those papers can never capture." Six case studies make clear that individual leaders in both the Congress and the administration provide the direction, coherence, and energy that leadership requires. Two case studies concentrate on solutions devised to resolve long-standing policy issues that had been the center of controversy even before Bush''s election: education reform and campaign finance reform. Two cases focus on issues that arose in the aftermath of 9/11: intelligence reform and creation of the Department of Homeland Security. Two are drawn from Bush''s second term: the response to Hurricane Katrina and the failed effort to reform Social Security. The authors draw several general conclusions. Direction, coherence and energy are provided by multiple national leaders, not just by the president. Like other presidents, Bush sought to dominate national policy-making but ultimately found it necessary to effect tactical and policy reversals, actions inconsistent with his image as an uncompromising man of principle. Legislative success often depended on the skills of Bush''s allies and particularly on the efforts of bipartisan and sometimes bicameral "tandems" who forged compromises across party and institutional lines that made progress possible.

Despite its portrayal as a bold departure, the Bush Doctrine was not the "new" or "revolutionary" policy instrument that many at the time portended. This work seeks to argue that while it was clear that the Bush Doctrine certainly qualified as a preventive war policy, it is apparent that the adoption of this strategy did not mark a total break with American tradition or earlier Administrations. Warren seeks to dispel arguments pertaining to the supposed "radical" nature of the Bush Doctrine – based on comparisons with previous National Security Strategies and previous Administrations’ penchant for prevention. However, the work also highlights that what was new and bold about the Bush Administration’s National Security Strategy of 2002, was its willingness to embrace reinvigorating a nuclear option that could ultimately be used in the context of preventive war. While Obama has struck bold rhetorical notes and promises in relation to limiting the role of nuclear weapons, he has stopped short of changing the status quo on critical issues that have lingered since the Cold War – such as tactical nuclear weapons and keeping missiles on alert. This book’s final section examines the extent to which Obama has attempted to ‘adjust’ the nuclear option with the recent release of the congressionally mandated Nuclear Posture Review (NPR). Offering new insights into the Bush doctrine and providing a comprehensive analysis of the current status of the US nuclear weapons strategy, this volume will be of great interest to scholars and students of American foreign policy, security studies and international relations.
