As officials scrambled in 2020 to manage the spread of COVID, the reverberations of the crisis reached well beyond immediate public health concerns. The governance problems that emerged in the pandemic would be problems in other climate-related disasters, too.Many of these governance problems wound up in court. Businesses filed insurance claims for lost commerce; when the claims were denied, some companies sued. Defense attorneys tried to get inmates released from prison, citing dangerous living conditions. As state governments ordered closures and otherwise tried to adapt, interest organizations that had long sought to limit government authority challenged them in court. Political officials railed against litigation they argued would stop businesses from reopening. The United States, like other countries, governs partly through litigation, and litigation is one way of seeing the multiple governance failures during the pandemic.Drawing on databases of cases filed, news reports, and the websites of advocacy groups and law firms, Susan M. Sterett argues that governing during the pandemic, or in any disaster, must include the human institutions intertwined with the effects of the virus. Those institutions reveal problems well beyond the reach of technical expertise. Failures in private insurance as a way of governing risk, conflicts about the primacy of religion, government authority, and health, are problems that predated the pandemic and will persist in future disasters.

In fascinating scenes of cross-species encounters, a raven offers St. Cuthbert a lump of lard that waterproofs his visitors'' boots for a whole year, a scholar finds inspiration for his studies in his cat''s perfect focus on killing mice, and a dispossessed knight wins back his heritage only to give it up again in order to save the life of his warhorse. Readers have often taken such encounters to be merely figurative or fanciful, but Susan Crane discovers that these scenes of interaction are firmly grounded in the intimate cohabitation with animals that characterized every medieval milieu from palace to village. The animal encounters of medieval literature reveal their full meaning only when we recover the living animal''s place within the written animal.The grip of a certain humanism was strong in medieval Britain, as it is today: the humanism that conceives animals in diametrical opposition to humankind. Yet medieval writing was far from univocal in this regard. Latin and vernacular works abound in other ways of thinking about animals that invite the saint, the scholar, and the knight to explore how bodies and minds interpenetrate across species lines. Crane brings these other ways of thinking to light in her readings of the beast fable, the hunting treatise, the saint''s life, the bestiary, and other genres. Her substantial contribution to the field of animal studies investigates how animals and people interact in culture making, how conceiving the animal is integral to conceiving the human, and how cross-species encounters transform both their animal and their human participants.

The age of revolution, in which kings were dethroned, radical ideals of human equality embraced, and new constitutions written, was also the age of prophecy. Neither an archaic remnant nor a novel practice, prophecy in the eighteenth century was rooted both in the primitive worldview of the Old Testament and in the vibrant intellectual environment of the philosophers and their political allies, the republicans. In Doomsayers: Anglo-American Prophecy in the Age of Revolution, Susan Juster examines the culture of prophecy in Great Britain and the United States from 1765 to 1815 side by side with the intellectual and political transformations that gave the period its historical distinction as the era of enlightened rationalism and democratic revolution. Although sometimes viewed as madmen or fools, prophets of the 1790s and early 1800s were very much products of a liberal commercial society, even while they registered their disapproval of the values and practices of that society and fought a determined campaign to return Protestant Anglo-America to its biblical moorings. They enjoyed greater visibility than their counterparts of earlier eras, thanks to the creation of a vigorous new public sphere of coffeehouses, newspapers, corresponding societies, voluntary associations, and penny pamphlets. Prophecy was no longer just the art of applying biblical passages to contemporary events; it was now the business of selling both terror and reassurance to eager buyers. Tracking the careers of several hundred men and women in Britain and North America, most of ordinary background, who preached a message of primitive justice that jarred against the cosmopolitan sensibilities of their audiences, Doomsayers explores how prophetic claims were formulated, challenged, tested, advanced, and abandoned. The stories of these doomsayers, whose colorful careers entertained and annoyed readers across the political spectrum, challenge the notion that religious faith and the Enlightenment represented fundamentally alien ways of living in and with the world. From the debates over religious enthusiasm staged by churchmen and the literati to the earnest offerings of ordinary men and women to speak to and for God, Doomsayers shows that the contest between prophets and their critics for the allegiance of the Anglo-American reading public was part of a broader recalibration of the norms and values of civic discourse in the age of revolution.

Making wise decisions about the alarmingly expensive goods that composed a fashionable wardrobe became a matter of pressing concern, especially when the market caught on and became awash in cheaper editions of luxury wares.Focusing on the luxury trade in fashionable wear and accessories in Venice, Florence, and other towns in Italy, Gilding the Market investigates a major shift in patterns of consumption at the height of medieval prosperity, which, more remarkably, continued through the subsequent era of plague, return of plague, and increased warfare. A fine sensitivity to the demands of "le pompe," that is, the public display of private wealth, infected town life. The quest for luxuries affected markets by enlarging exchange activity and encouraging retail trades. As both consumers and tradesmen, local goldsmiths, long-distance traders, bankers, and money changers played important roles in creating this new age of fashion.In response to a greater public display of luxury goods, civic sumptuary laws were written to curb spending and extreme fashion, but these were aimed at women, youth, and children, leaving townsmen largely unrestricted in their consumption. A wave of plague swept the cities of northern Italy in 1630–31, ravaging Christian and Jewish communities alike. In Writing Plague Susan L. Einbinder explores the Hebrew texts that lay witness to the event. These Jewish sources on the Great Italian Plague have never been treated together as a group, Einbinder observes, but they can contribute to a bigger picture of this major outbreak and how it affected people, institutions, and beliefs; how individuals and institutions responded; and how they did or did not try to remember and memorialize it. High self-consciousness characterizes many of the authorial voices, and the sophisticated and deliberate ways these authors represented themselves reveal a complex process of self-fashioning that equally contours the representation and meaning of plague. Conversely, it is under the strain of plague that conventions of self-fashioning come to the fore.In the end, what proves most striking is how quickly these accounts retreated into obscurity. Why was this plague, which was among the most documented of all outbreaks since the Black Death of the fourteenth century, ultimately consigned to silence in Jewish memory? Did the memory take shape outside the written or material remains that we typically consult, in ephemeral forms that were lost over time? How much were the official genres of commemoration responsible for the erosion of historical particularity? How much did these conventionalized forms of mourning help individuals find language for private experience? And how, conversely, was private experience reconfigured to signify public grief?Throughout Writing Plague , Einbinder unearths and analyzes a cluster of little-known texts, reading them as much for the things about which they remain silent as for the things they seem openly to express. It is a compelling hybrid work of literary criticism and historical reflection about premodern constructions of self and community.

In her eighteenth-century medical recipe manuscript, the Philadelphia healer Elizabeth Coates Paschall asserted her ingenuity and authority with the bold strokes of her pen. Paschall developed an extensive healing practice, consulted medical texts, and conducted experiments based on personal observations. As British North America's premier city of medicine and science, Philadelphia offered Paschall a nurturing environment enriched by diverse healing cultures and the Quaker values of gender equality and women's education. She participated in transatlantic medical and scientific networks with her friend, Benjamin Franklin. Paschall was not unique, however. Women Healers recovers numerous women of European, African, and Native American descent who provided the bulk of health care in the greater Philadelphia area for centuries. Although the history of women practitioners often begins with the 1850 founding of Philadelphia's Female Medical College, the first women's medical school in the United States, these students merely continued the legacies of women like Paschall. Remarkably, though, the lives and work of early American female practitioners have gone largely unexplored. While some sources depict these women as amateurs whose influence declined, Susan Brandt documents women's authoritative medical work that continued well into the nineteenth century. Spanning a century and a half, Women Healers traces the transmission of European women's medical remedies to the Delaware Valley where they blended with African and Indigenous women's practices, forming hybrid healing cultures. Drawing on extensive archival research, Brandt demonstrates that women healers were not inflexible traditional practitioners destined to fall victim to the onward march of Enlightenment science, capitalism, and medical professionalization. Instead, women of various classes and ethnicities found new sources of healing authority, engaged in the consumer medical marketplace, and resisted physicians' attempts to marginalize them. Brandt reveals that women healers participated actively in medical and scientific knowledge production and the transition to market capitalism.

In a landmark process that transformed global reparations after the Holocaust, Germany created the largest sustained redress program in history, amounting to more than $60 billion. When human rights violations are presented primarily in material terms, acknowledging an indemnity claim becomes one way for a victim to be recognized. At the same time, indemnifications provoke a number of difficult questions about how suffering and loss can be measured: How much is an individual life worth? How much or what kind of violence merits compensation? What is "financial pain," and what does it mean to monetize "concentration camp survivor syndrome"? Susan Slyomovics explores this and other compensation programs, both those past and those that might exist in the future, through the lens of anthropological and human rights discourse. How to account for variation in German reparations and French restitution directed solely at Algerian Jewry for Vichy-era losses? Do crimes of colonialism merit reparations? How might reparations models apply to the modern-day conflict in Israel and Palestine? The author points to the examples of her grandmother and mother, Czechoslovakian Jews who survived the Auschwitz, Plaszow, and Markkleeberg camps together but disagreed about applying for the post-World War II Wiedergutmachung ("to make good again") reparation programs. Slyomovics maintains that we can use the legacies of German reparations to reconsider approaches to reparations in the future, and the result is an investigation of practical implications, complicated by the difficult legal, ethnographic, and personal questions that reparations inevitably prompt.

Faced with the economic pressures of globalization, many countries have sought to curb the fundamental right of workers to join trade unions and engage in collective action. In response, trade unions in developed countries have strategically used their own governments'' commitments to human rights as a basis for resistance. Since the protection of human rights remains an important normative principle in global affairs, democratic countries cannot merely ignore their human rights obligations and must balance their international commitments with their desire to remain economically competitive and attractive to investors. Human Rights and Labor Solidarity analyzes trade unions'' campaigns to link local labor rights disputes to international human rights frameworks, thereby creating external scrutiny of governments. As a result of these campaigns, states engage in what political scientist Susan L. Kang terms a normative negotiation process, in which governments, trade unions, and international organizations construct and challenge a broader understanding of international labor rights norms to determine whether the conditions underlying these disputes constitute human rights violations. In three empirically rich case studies covering South Korea, the United Kingdom, and Canada, Kang demonstrates that this normative negotiation process was more successful in creating stronger protections for trade unions'' rights when such changes complemented a government''s other political interests. She finds that states tend not to respect stronger economically oriented human rights obligations due to the normative power of such rights alone. Instead, trade union transnational activism, coupled with sufficient political motivations, such as direct economic costs or strong rule of law obligations, contributed to changes in favor of workers'' rights.

Privileging market share and mercantile savvy over moral instruction and linguistic mastery, these mischievous little books offered readers lessons in the pragmatic, and murky, ethics of the premodern marketplace, teaching them bargaining tactics, insults, pick up lines, and strategies for welching on debts. Revealing what happens when language learning itself undergoes a translation out of the classroom, into the marketplace and further down the social ladder, Susan E. Phillips offers a new account of premodern education, not through erudite tombs and schoolmaster sovereigns, but through these practical books that enabled non-elite readers to thrive in an environment not particularly conducive to their success. Phillips asks what we learn and whom we can see when we look at premodern education from this humbler, more mischievous perspective, telling the tales of resourceful chambermaids, savvy black stableboys, and arithmetically adept barmaids as well as the story of a schoolgirl who compiled a textbook of her own and the narrative of a black schoolmaster teaching in Shakespeare's London. In these stories, Phillips finds the liberatory potential in a discourse that has previously been read as upholding traditional social hierarchies in the premodern period. If we expand our archive beyond the Latin textbooks of the grammar school classroom to include these bestselling bi- and multilingual vernacular textbooks, Phillips contends, we can see a radically different set of possibilities—a premodern pedagogy that is more expansive, more flexible, and more inclusive.
