Introduced into Congress two days before the fall of France and signed into law three months later as Luftwaffe bombs set London afire, the Selective Training and Service Act began the process by which fifteen million Americans were inducted into the armed services during the Second World War. Clifford and Spencer recount a neglected but vitally important development in the transformation of American policies prior to Pearl Harbor—the first time in American history when men were conscripted into military service during peacetime. Central to the discussion in The First Peacetime Draft is the first important American policy response to Hitler's victory in Europe in the spring of 1940 the Selective Service Act. It marked the effective end of the isolationist tradition in the United States because for the first time while the country remained officially at peace civilians were drafted into the armed forces to face the possible threat of aggression from abroad. Emerging from the initiative of civilians, not from the Army or the White House, the conscription campaign resulted in a colorful three-month public debate that engaged the entire population. This volume is based on research in more than ninety manuscript collection in the United States, Canada, and Britain, as well as interviews with some two dozen participants. In addition to being a detailed political history of the debate over conscription, it places the draft in the context of Roosevelt's zig-zag path to war and evaluates it in terms of the overall evolution of the American defense and foreign policies since 1940.

Black Americans in the armed forces fought on two fronts: one against America’s external adversaries on the battlefield, and the other against racial discrimination and segregation within military culture and American society. The officers discuss living through segregation, the civil rights movement, and the Black Power movement. These torchbearers speak frankly about the racially biased officer evaluation system, gender discrimination, and how they survived and thrived despite systemic obstacles. Rise to Command examines the evolution of policies and cultural dynamics within the US military, with a critical focus on the complexities of racial integration and equity. It not only traces the history of change but also underscores the persistent challenges that continue to shape the experiences of service members. Through the memories of Black officers, Rise to Command provides a vital perspective on the struggle for inclusivity and justice within one of America’s most enduring institutions. The many perspectives from across the wars of the twentieth century highlight the progress these soldiers fought for—from total segregation during World War II to the deployment of America’s first racially integrated military force during the Vietnam War. Although these officers may not have known it, they were blazing the trail for the next generation of Black Americans, in and out of military service.

On September 4, 1915, hundreds of people gathered in Estes Park, Colorado, to celebrate the creation of Rocky Mountain National Park. This new nature preserve held the promise of peace, solitude, and rapture that many city dwellers craved. As Jerry Frank demonstrates, however, the park is much more than a lovely place. Rocky Mountain National Park was a keystone in broader efforts to create the National Park Service, and its history tells us a great deal about Colorado, tourism, and ecology in the American West. To Frank, the tensions between tourism and ecology have played out across a natural stage that is anything but passive. At nearly every turn the National Park Service found itself face-to-face with an environment that was difficult to anticipate—and impossible to control. Frank first takes readers back to the late nineteenth century, when Colorado boosters—already touting the Rocky Mountains’ restorative power for lung patients—set out to attract more tourists and generate revenue for the state. He then describes how an ecological perspective came to Rocky in fits and starts, offering a new way of imagining the park that did not sit comfortably with an entrenched management paradigm devoted to visitor recreation and comfort. Frank examines a wide range of popular activities including driving, hiking, skiing, fishing, and wildlife viewing to consider how they have impacted the park’s flora and fauna, often leaving widespread transformation in their wake. He subjects the decisions of park officials to close but evenhanded scrutiny, showing how in their zeal to return the park to what they understood as its natural state, they have tinkered with its features—sometimes with less than desirable results. Today’s Rocky Mountain National Park serves both competing visions, maintaining accessible roads and vistas for the convenience of tourists while guarding its backcountry to preserve ecological values. As the park prepares to celebrate its centennial, Frank’s book advances our understanding of its past while also providing an important touchstone for addressing its problems in the present and future.
