Focusing on Karnataka in India, this study examines the implications of the model of development sought to be introduced in the entire country through the governance reforms of the post-1991 period — a model that bypasses Panchayat Raj institutions (PRIs), resulting in a majority of the population being left outside the purview of development. These changes in governance resulted in, among other things, the prolific growth of NGOs in the country, particularly in Karnataka. Explaining how community-based organizations (CBOs) set up by these NGOs have made their way into rural Karnataka, this book expresses concern over how they now perform functions that rightly belong to PRIs following the 73rd Amendment to the Constitution which devolves 29 functions to local self-government, passing on the funds they receive from the centre to their district and village branches, though these should actually go to PRIs. The book argues that elected representatives have been put in place by the people at all levels, and it is they who should take decisions regarding the development of this country. In the post-liberalisation period, governance through institutions that eschew political decentralisation is fraught with hazards. Not only will avenues for the expression of people’s wishes be lacking in such a scenario, but there will also be increasing inequality, resulting in a skewed development. The inclusiveness which the present government seeks will elude them unless they restore and strengthen Panchayat Raj institutions.

Since the mid-1980s, the presence of women in governance has become a major marker of successful democracy in global and national discourses on the democratization of society. A diverse set of nation-states have legislatively mandated gender quotas to ensure the presence of elected women representatives (EWRs) in various rungs of governance. Since 1993, the Indian state has legislated a massive program of democratization and decentralization. As a result, more than 1.5 million EWRs have taken office within the lower rungs of governance or the Panchayati Raj Institutions (PRI). This book is an ethnography of the Indian state and its policy of legislated entry of women into political life. It argues that political participation of women is necessary to change the political practices in society, to make institutions more gender, class and caste representative, and to empower individual women to negotiate both formal and informal institutions. Its locus is the everyday life contexts of EWRs in the southern Indian state of Karnataka who negotiate their own meanings of politics, state, society, empowerment and political subjectivity. Analysing three factors – structural boundaries, sociocultural divisions and conjunctural limitations imposed on the participation of EWRs by political parties – the book demonstrates that the social embeddedness of PRIs within everyday practices and social relations of identity and power severely constrain and shape the political participation and empowerment of EWRs. Providing a valuable insight into contemporary state and feminist praxis in India, this book will be of interest to scholars of grass-roots democracy, gender studies and Asian politics.

Design criteria for the construction or rehabilitation of dams and hydraulic structures generally begin with a section defining the design flood. Flood determination methods have evolved over the years, but must continue to progress given the degree of uncertainty surrounding the assessment of extreme floods and the fact that factors external to flooding must be taken into account in risk assessment. This ICOLD Bulletin 187 follows in the footsteps of the previous one. It consists of three main chapters following the introductory chapter. The second chapter examines the main aspects of flood volume. The third chapter follows on from the previous bulletin and looks in more detail at stochastic approaches to flood risk assessment. The final chapter deals with the forecasting aspects of proactive flood management. Case studies illustrating short-, medium- and long-term management challenges are presented in Appendix A.
