EU foreign and defence policy is largely formulated in the working parties and committees of the Council of the EU and the vast majority of decisions in this field are made by the national diplomats working in the around 35 groups of the CFSP/CSDP. Although the importance of these committees and their participants has been increasingly recognised, we still know relatively little about them. Using an original database of 138 questionnaires and 37 interviews, this book addresses this lack of knowledge, studying what these committees do and how they negotiate and resolve issues. It explores three key areas: - - the formulation of the national position; - - - the identity of CFSP/CSDP policy-makers; - - - negotiation practices and outputs. - In doing so, it provides an innovative observation point from which EU foreign policy can be analysed. This book will be of key interest to scholars and students of EU foreign and defence policy, external relations of the EU, European integration and politics, diplomacy and more broadly international relations.

Connected by a computer telecommunications network, ninth-graders from eight high schools scattered thousands of miles across Alaska work together, building a robot submarine to gather samples from the floor of Prince William Sound. This is high school science as some teachers and educational reformers today envision it -- centered on student projects that encourage learning by doing...supported by modern technology...enriched by collaboration among students and teachers, both face to face and far apart. This example is drawn from LabNet, a three-year effort funded by the National Science Foundation. The project was conducted by Technical Education Research Centers (TERC), a nonprofit educational organization dedicated to improving mathematics and science education. Eventually reaching 562 teachers in 37 states, Puerto Rico, and American Samoa, LabNet had a direct impact on their classroom practice. In a follow-up evaluation, the majority said they had assigned their students more projects and had used LabNet''s telecommunications network to exchange project ideas with other teachers. This book is the story of LabNet as told by its editors, with 14 additional essays on science projects -- both theoretical and practical -- by LabNet teachers and TERC staff.

This volume is the product of a combined effort to find programs of service delivery that demonstrably treat the varieties of mental health problems of children and their families. The Section on Clinical Child Psychology (APA, Clinical Psychology Section I) and the Division of Child, Youth, and Family Services (APA, Division 37) established a task force whose mission was to identify, provide recognition for, and disseminate information on such programs. Their findings are presented here. The opening chapter and each section overview chapter provide orientations to the program descriptions and examine characteristics of exemplary interventions. The targeted problems include: child abuse and neglect, school adjustment problems, social problem-solving problems, autism and developmental disabilities, conduct disorders and severe emotional problems, children affected by disasters and trauma, children whose parents are divorced, children of teenage parents, family dysfunction and parent-child relationships, oppositional defiant disorder, and attention deficit disorder. Settings for interventions in the model programs include: schools, mental health centers and family guidance clinics, hospitals and pediatric practices, group homes and sheltered workshops, community centers, family homes, summer camps, and coordinated systems of care. The 18 programs described demonstrate the rationale for their interventions, their targeted populations, the type of staff and personnel, various programmatic interventions, aspects of the problems, implementation of interventions, and how the programs have been evaluated. The needs for improved mental health services remain strong. The supporting organizations and the members of the Task Force intend for the product of this project to be helpful in providing models for meeting those needs.
