He insists on the radical incommensurability between psychic systems (perception) and social systems (communication). Art is a special kind of communication that uses perceptions instead of language. It operates at the boundary between the social system and consciousness in ways that profoundly irritate communication while remaining strictly internal to the social. In seven densely argued chapters, Luhmann develops this basic premise in great historical and empirical detail. Framed by the general problem of art''s status as a social system, each chapter elaborates, in both its synchronic and diachronic dimensions, a particular aspect of this problem. The consideration of art within the context of a theory of second-order observation leads to a reconceptualization of aesthetic form. For decades, Mexican leaders and scholars as well as outside observers have spoken of a Mexican university system in crisis, expressing concern over student political activism and violence, declining quality of instruction and facilities, crowded campuses, and lack of employment for graduates. When the government harshly suppressed a student movement in 1968, world attention focused on the turmoil that was endemic in university life. During the severe economic slump of the 1980s, the fundamental weaknesses of the Mexican economy—its inefficiency and inability to compete in the world—were often attributed to failings of the university system. Using original quantitative data on the graduates of all Mexican universities in a dozen major professional fields since 1929, the author explores the nature of this purported "crisis" by examining a series of questions about the Mexican university system: How have the changing policy priorities of the Mexican government affected the university’s education of professionals? How have the Mexican economy’s needs for professionals shaped the functioning of the university system? Has Mexico trained "enough" professionals? Have they been trained in the "right" fields? Has the university been able to respond to demands for upward mobility through higher education? The author’s detailed analysis reveals a paradox: to the extent that Mexican universities may not be producing the kinds of expertise needed for competing in the new global marketplace, that educational quality has declined gradually over time, and that the university has not contributed much to social mobility, one may indeed speak of a crisis. Yet because the university system has reached its present form in response to demands placed on it be government, the economy, and society, responding pragmatically to circumstances beyond its control, the author concludes that the crisis is not fundamentally a university crisis, but rather one that lies in Mexican economy and society at large.

In the United Arab Emirates, there is an employment sponsorship system known as the kafala. Migrant domestic workers within it must solely work for their employer, secure their approval to leave the country, and obtain their consent to terminate a job. In Unfree, Rhacel Salazar Parrenas examines the labor of women from the Philippines, who represent the largest domestic workforce in the country. She challenges presiding ideas about the kafala, arguing that its reduction to human trafficking is, at best, unproductive, and at worst damaging to genuine efforts to regulate this system that impacts tens of millions of domestic workers across the globe. The kafala system technically renders migrant workers unfree as they are made subject to the arbitrary authority of their employer. Not surprisingly, it has been the focus of intense scrutiny and criticism from human rights advocates and scholars. Yet, contrary to their claims, Parrenas argues that most employers do not abuse domestic workers or maximize the extraction of their labor. Still, the outrage elicited by this possibility dominates much of public discourse and overshadows the more mundane reality of domestic work in the region. Drawing on unparalleled data collected over 4 years,this book diverges from previous studies as it establishes that the kafala system does not necessarily result in abuse, but instead leads to the absence of labor standards. This absence is reflected in the diversity of work conditions across households, ranging from dehumanizing treatment, infantilization, to respect and recognition of domestic workers. Unfree shows how various stakeholders, including sending and receiving states, NGOs, inter-governmental organizations, employers and domestic workers, project moral standards to guide the unregulated labor of domestic work. They can mitigate or aggravate the arbitrary authority of employers. Parrenas offers a deft and rich portrait of how morals mediate work on the ground, warning against the dangers of reducing unfreedom to structural violence.

Economists have long maintained that a well-developed and functioning financial system is a vital prerequisite to economic growth. Countries with robust banking sectors and securities markets—that is, countries in which credit cards, loans, mortgages, and the ability to issue stocks and bonds are available to a broad swath of consumers and businesses—are more prosperous than countries that restrict such access to a favored elite. What is less clear is why some countries develop better financial systems than others. The essays in this volume employ the insights and techniques of political science, economics, and history to provide a fresh answer to this question. While scholarly tradition points to the colonial origin of a country’s legal system as the most important determinant of the health of its financial system, this volume points instead to a country’s political institutions—its governmental structures and the rules of the political game—as the key.
