It emerged during the Archaic period when Greeks founded coastal city states and trading stations in ever-widening horizons from the Ukraine to Spain. The "Greek center" was at sea; it was formed through back-ripple effects of cultural convergence, following the physical divergence of independent settlements. "The shores of Greece are like hems stitched onto the lands of Barbarian peoples" (Cicero). Overall, and regardless of distance, settlement practices became Greek in the making and Greek communities far more resembled each other than any of their particular neighbors like the Etruscans, Iberians, Scythians, or Libyans. The contrast between "center and periphery" hardly mattered (all was peri-, "around"), nor was a bi-polar contrast with Barbarians of much significance. Should we admire the Greeks for having created their civilization in spite of the enormous distances and discontinuous territories separating their independent communities? Or did the salient aspects of their civilization form and crystallize because of its architecture as a de-centralized network? This book claims that the answer lies in network attributes shaping a "Small Greek World," where separation is measured by degrees of contact rather than by physical dimensions.

Social capital theorists have shown that inequality arises in part because some people enjoy larger, more supportive or otherwise more useful networks. But why do some people have better networks than others? Unanticipated Gains argues that the answer lies less in people''s deliberate "networking" than in the institutional conditions of the colleges, firms, gyms, and other organizations in which they happen to participate routinely. The book introduces a model of social inequality that takes seriously the embeddedness of networks in formal organizations, proposing that what people gain from their connections depends on where those connections are formed and sustained. It studies an unlikely case: the experiences of mothers whose children were enrolled in New York City childcare centers. As a result of the routine practices and institutional conditions of the centers--from the structure of their parents'' associations, to apparently innocuous rules such as pick-up and drop-off times---many of these mothers dramatically increased their social capital and measurably improved their wellbeing. Yet how much they gained depended on how their centers were organized. The daycare centers also brokered connections to other people and organizations, affecting not only the size of mothers'' networks but also the resources available through them. Social inequality then arises not merely out of differences in skills or deliberate investments - as the conventional social scientific and political wisdom would have it - but also out of the differences in the routine organizations in which people belong. In addition to childcare centers, Small also identifies the social forces at work in many other organizations, including beauty salons, bath houses, gyms, and churches.

Whether, how, and how much the mother''s networks were altered--and how useful these networks were--depended on the apparently trivial, but remarkably consequential, practices and regulations of the centers. The structure of parent-teacher organizations, the frequency of fieldtrips, and the rules regarding drop-off and pick-up times all affected the mothers'' networks. Prior to 1979, China had a bifurcated and geographically-dispersed industrial structure made up of a relatively small number of large-scale, state-owned enterprises in various industries alongside numerous small-scale, energy-intensive and polluting enterprises. Economic reforms beginning in 1979 led to the rapid expansion of these small-scale manufacturing enterprises in numerous energy-intensive industries such as aluminum, cement, iron and steel, and pulp and paper. Subsequently, the government adopted a new industrial development strategy labeled "grasp the large, let go the small." The aims of this new policy were to close many of the unprofitable, small-scale manufacturing plants in these (and other) industries, create a small number of large enterprises that could compete with OECD multinationals, entice these larger enterprises to engage in high-speed technological catch-up, and save energy. China''s Technological Catch-Up Strategy traces the impact of this new industrial development strategy on technological catch-up, energy use, and CO2 emissions. In doing so, the authors explore several detailed, enterprise-level case studies of technological catch-up; develop industry-wide estimates of energy and CO2 savings from specific catch-up interventions; and present detailed econometric work on the determinants of energy intensity. The authors conclude that China''s strategy has contributred to substantial energy and CO2 savings, but it has not led to either a peaking of or a decline in CO2 emissions in these industries. More work is needed to cap and reduce China''s CO2 emissions.

Small jurisdictions have become significant players in cross-border corporate and financial services. Their nature, legal status, and market roles, however, remain under-theorized. Lacking a sufficiently nuanced framework to describe their functions in cross-border finance - and the peculiar strengths of those achieving global dominance in the marketplace - it remains impossible to evaluate their impacts in a comprehensive manner.This book advances a new conceptual framework to refine the analysis and direct it toward more productive inquiries. Bruner canvasses extant theoretical frameworks used to describe and evaluate the roles of small jurisdictions in cross-border finance. He then proposes a new concept that better captures the characteristics, competitive strategies, and market roles of those achieving global dominance in the marketplace - the "market-dominant small jurisdiction" (MDSJ). Bruner identifies the central features giving rise to such jurisdictions'' competitive strengths - some reflect historical, cultural, and geographic circumstances, while others reflect development strategies pursued in light of those circumstances. Through this lens, he evaluates a range of small jurisdictions that have achieved global dominance in specialized areas of cross-border finance, including Bermuda, Dubai, Singapore, Hong Kong, Switzerland, and Delaware. Bruner further tests the MDSJ concept''s explanatory power through a broader comparative analysis, and he concludes that the MDSJs'' significance will likely continue to grow - as will the need for a more effective means of theorizing their roles in cross-border finance and the global dynamics generated by their ascendance.
