The Chinese Communist Party (CCP) has shaped urbanization via migration restrictions and redistributive policy since 1949 in ways that help account for the regime''s endurance, China''s surprising comparative lack of slums, and its curious moves away from urban bias over the past decade. Cities and Stability details the threats that cities pose for authoritarian regimes, regime responses to those threats, and how those responses can backfire by exacerbating the growth of slums and cities.Cross-national analyses of nondemocratic regime survival link larger cities to shorter regimes. To compensate for the threat urban threat, many regimes, including the CCP, favor cities in their policy-making. Cities and Stability shows this urban bias to be a Faustian Bargain, stabilizing large cities today but encouraging their growth and concentration over time.While attempting to industrialize, the Chinese regime created a household registration (hukou) system to restrict internal movement, separating urban and rural areas. China''s hukou system served as a loophole, allowing urbanites to be favored but keeping farmers in the countryside. As these barriers eroded with economic reforms, the regime began to replace repression-based restrictions with economic incentives to avoid slums by improving economic opportunities in the interior and the countryside. Yet during the global Great Recession of 2008-09, the political value of the hukou system emerged as migrant workers, by the tens of millions, left coastal cities and dispersed across China''s interior villages, counties, and cities. The government''s stimulus policies, a combination of urban loans for immediate relief and long-term infrastructure aimed at the interior, reduced discontent to manageable levels and locales.

Geneva was hated and loved in sixteenth-century France. Representing those who hated them were the French Catholic government, who tried desperately to eradicate Genevan Calvinism from its borders--for good reason, as it was growing significantly within France between 1540 and 1563. This book presents a new reading of the battle that raged between the Genevan ministers and the French government during this period. It argues that Calvin, after fleeing France in 1534, began during his wanderings to devise plans to establish Christ''s kingdom in his homeland, rescuing it from the "idolatrous" Catholicism imposed on the French people by their monarchs. It shows that Calvin''s plans entailed the systematic use of lying and deception which were necessary in order to evade detection from the French authorities. These mendacious means were employed by the Genevans to hide their support of the French Reformed congregations, to conceal political maneuvering among the French nobility who could open France to reform, and to cloak their assisting of the Huguenots during the first French civil war. Jon Balserak sets out the character of Calvin''s plans and argues that even the formation of the Genevan company of pastors and the Bourse française were, in part, designed to assist Calvin with his proselytizing goals. The last third of this volume examines the ways in which Calvin adapted Geneva''s missionary efforts to deal with three unexpected circumstances that arose between 1559 and 1563: the rise to the throne of Francis II, the assuming of the regency government by Catherine de Medici, and the beginning of war. Though they continued their clandestine operations in support of the Reformed faith in France, these challenges called forth from the Genevans'' new efforts, which Balserak analyzes. Calvin''s call to the Huguenots to cease fighting and humble themselves before God following Louis of Condé''s disastrous signing of the 1563 Peace of Amboise brilliantly illustrates the complex godliness that characterized this entire operation.

James Polk was President of the United States from 1845 to 1849, a time when slavery began to dominate American politics. Polk''s presidency coincided with the eruption of the territorial slavery issue, which within a few years would lead to the catastrophe of the Civil War. Polk himself owned substantial cotton plantations-- in Tennessee and later in Mississippi-- and some 50 slaves. Unlike many antebellum planters who portrayed their involvement with slavery as a historical burden bestowed onto them by their ancestors, Polk entered the slave business of his own volition, for reasons principally of financial self-interest. Drawing on previously unexplored records, Slavemaster President recreates the world of Polk''s plantation and the personal histories of his slaves, in what is arguably the most careful and vivid account to date of how slavery functioned on a single cotton plantation. Life at the Polk estate was brutal and often short. Fewer than one in two slave children lived to the age of fifteen, a child mortality rate even higher than that on the average plantation. A steady stream of slaves temporarily fled the plantation throughout Polk''s tenure as absentee slavemaster. Yet Polk was in some respects an enlightened owner, instituting an unusual incentive plan for his slaves and granting extensive privileges to his most favored slave. Startlingly, Dusinberre shows how Polk sought to hide from public knowledge the fact that, while he was president, he was secretly buying as many slaves as his plantation revenues permitted. Shortly before his sudden death from cholera, the president quietly drafted a new will, in which he expressed the hope that his slaves might be freed--but only after he and his wife were both dead. The very next day, he authorized the purchase, in strictest secrecy, of six more very young slaves. By contrast with Senator John C. Calhoun, President Polk has been seen as a moderate Southern Democratic leader. But Dusinberre suggests that the president''s political stance toward slavery-- influenced as it was by his deep personal involvement in the plantation system-- may actually have helped precipitate the Civil War that Polk sought to avoid.
