Over the past four decades the wealthiest OECD economies-in Europe, North America, and Australasia- have faced massive structural change. Industrial sectors, which were once considered the economic backbone of these societies, have shrunk inexorably in terms of size and economic significance, while service sectors have taken over as the primary engines of output and employment expansion. The impact on labor markets has been profound: in many OECD countries more than three-quarters of employment is now in services, while industrial sectors, on average, account for less than one-fifth. This sectoral shift in the locus of economic activity has potentially radical implications for politics and society. However, these implications are only beginning to be understood. This path-breaking book is a systematic attempt to understand the distinct political economy of service societies. The African Development Bank commissioned four case studies on Debt Relief Initiatives, Development Assistance and Service Delivery in Ghana, Malawi, Senegal, and Uganda from the last quarter of 2006 to mid 2007. The objective of the study was to appraise the extent to which debt relief resources are being used to improve social service delivery. There is strong agreement from all four case studies that debt relief created flexibility in governments spending by playing the role of flexible and predictable budget support. In this context, governments acquired more degrees of freedom to allocate debt relief resources in line with their own objectives. In all four countries debt relief resources were more easily transformed into MDG-related spending than tied aid. The case studies had a consensus in identifying the accountability of public institutions to civil society, through community monitoring or execution of expenditures, as the most effective means of enhancing spending effectiveness. This formed the basis for the success observed in program implementation. From the findings of the case studies it is clear that debt relief can lead to enhanced service delivery provided certain conditions prevail. These conditions can be influenced by donors as well as the willingness of beneficiary governments to undertake reforms. The general observation across the case studies is that debt relief has a major positive impact on service delivery, and progress towards the MDGs, when beneficiaries: (i) have high capacity in MDG spending, (ii) are highly accountable, and (iii) receive stable and high-quality aid.

National service was a defining feature for a generation of young men in post-war Britain. Around 2.3 million of them were called up between the end of World War Two and 1963, when conscription ended. However, national service was forgotten almost before it had ended, a process aided subsequently by professional historians who have been reluctant to assess its longer-term influence on British social and political history.Based on original oral interviews with well over one hundred men, this book explores the ways in which compulsory military participation reverberated in the memories of interviewees long beyond the end of conscription, and how these early military experiences shaped their later life stores. Unlike existing accounts that tend to rely on memoirs written by officers, or else oral interviews that concentrate narrowly on the details of military service, this study focusses instead on men from working-class backgrounds and it situates national service in the context of the life course and the wider transformations that have occurred in British society since conscription ended. In so doing, the work shines new light on important areas of current scholarly interest and historiographical concern, including the changing meaning and experience of class, masculinity, and citizenship, as well as the complexities of popular memory.
