The twenty years since the signing of the Maastricht Treaty have been marked by an integration paradox: although the scope of European Union (EU) activity has increased at an unprecedented pace, this increase has largely taken place in the absence of significant new transfers of power to supranational institutions along traditional lines. Conventional theories of European integration struggle to explain this paradox because they equate integration with the empowerment of specific supranational institutions under the traditional Community method. New governance scholars, meanwhile, have not filled this intellectual void, preferring instead to focus on specific deviations from the Community method rather than theorizing about the evolving nature of the European project. The New Intergovernmentalism challenges established assumptions about how member states behave, what supranational institutions want, and where the dividing line between high and low politics is located, and develops a new theoretical framework known as the new intergovernmentalism. The fifteen chapters in this volume by leading political scientists, political economists, and legal scholars explore the scope and limits of the new intergovernmentalism as a theory of post-Maastricht integration and draw conclusions about the profound state of political disequilibrium in which the EU operates. This book is of relevance to EU specialists seeking new ways of thinking about European integration and policy-making, and general readers who wish to understand what has happened to the EU in the two troubled decades since 1992.

This book analyses the relationship between the media and politics in new democracies in Europe and other parts of the world. It does so from both theoretical and empirical angles.How is power being mediated in new democracies? Can media function independently in the unstable and polarised political environment experienced after the fall of autocracy? Do major shifts in economic and ownership structures help or hinder the quality of the media? How much can new media laws alter old journalistic habits and political cultures? And how do new technologies impact the media and democracy? The book examines these questions, drawing on a vast set of data assembled by a large international project. Media and Politics in New Democracies focuses chiefly on new democracies in Central and Eastern Europe, but chapters analysing new democracies in Latin America, Africa, and Southeast Asia are also included. These new democracies represent a variety of what sociologists call ''glocalism'': homogenisation and heterogenisation coexist, revealing hybrid models and multiple modernities. It is local culture that assigns meaning to global and regional influences. ''Ideal'' liberal models and best practices are being promoted and aspired to, but these models and practices are often being adopted in opaque ways generating results opposite to those intended. The book finds many new democracies to be fragile if not deficient, and tries to show what is really going on in these countries, how they compare to each other, and what they can learn from each other.

In the ''New Normal'' central banks set their interest rate to zero and print money through massive quantitative easing, while finance ministries run huge fiscal deficits. Yet inflation remains minimal. Zero Interest Policy and the New Abnormal explains why. It also explains why the New Normal is really the New Abnormal, and why it can''t last. This study traces the academic roots of the New Abnormal to a conceptual confusion about the ''natural rates of interest'', and postmodernism in macroeconomics, exemplified by the DSGE (dynamic stochastic general equilibrium) movement.It develops a theory of ''existential risk'' which is concerned with the collapse of political economies such the Bretton Woods system and the New Abnormal. The book demonstrates that existential risk expresses itself in the growing gap between the natural rate of interest, measured by the rate of return on capital, and the real rate of interest, as well as in the development of cryptocurrencies. Beenstock develops a theory of ''kinetic inflation'' based on Keynes'' liquidity trap, which accounts for the absence of inflation in the New Abnormal, and predicts its outbreak when zero interest policy ends. He also explores the adverse social consequences of the New Abnormal for fertility, pensions, house prices, economic inequality, and intergenerational equity and establishes a causal link from the New Abnormal to Covid-19 mitigation policy, and from the latter to the intensification of the New Abnormal.Finally, it assesses the prospects for ending the New Abnormal, and an orderly return to the Old Normal. The alternative is to crash-out of the New Abnormal chaotically.
