Negligent or inadvertent action in both law and ethics is a matter of agency. The pre-theoretical and philosophical views agree that we are responsible for things that we do intentionally, but it is less clear whether we are responsible for inadvertent or negligent actions. The law of negligence in tort law attributes responsibility for inadvertent acts, while in ethics there is deep and serious scepticism about the responsibility for negligent or inadvertent action. How can we be responsible for things that happen beyond the realm of our knowledge or control?Positioned at the intersection of law and ethics, Responsibility for Negligence in Ethics and Law: Aspiration, Perspective and Civic Maturity responds to these fundamental questions by advancing the idea that the underpinning feature of negligent or inadvertent acts is the phenomenon of akrasia - the lack of integration of character and intelligent thinking. When we act akratically, we are acting contrary to our deliberated intention, due to an uneven development of character and thoughts about what is right, dutiful, and good. Using an Aristotelian-inspired model of deliberation, the book illustrates how legal decisions in negligence invite citizens to adopt a deliberative-aspirational perspective. This perspective encourages them to reshape, redescribe, and rethink their duties of care to meet the aspirational standard of the reasonable person. Consequently, the book argues that the purpose of negligence law is to promote values of citizen engagement and civic maturity.Combining tort law theory, Aristotelian conceptions of deliberation, and theories of practical rationality, responsibility, and action, this book invites us to rethink private law''s purpose and methodology.

Human Development is widely recognised as the overriding goal of development, yet its realization is challenged by growing inequality, macro-economic fluctuations, and recurrent financial crises. This edited collection reflects on the work of Richard Jolly and includes contributions from leading scholars of development, all of whom have worked with Richard Jolly at varying points in his distinguished career. The volume advances thinking in the area of Human Development by discussing the evolution of its conceptualization and the policy implications, and the achievements in related key areas such as education, social protection, and employment. It juxtaposes these theoretical and (at times) real life improvements with disturbing developments in terms of growing inequality and macro-economic instability. It documents the growing income inequality which has characterized both developing and developed countries. It shows that there has been a decline in some countries and identifies the policies adopted in these exceptional cases. It also shows also where and how public expenditure on Human Development in developing countries has been affected by the 2008 financial crisis and presents a new framework for a pro-growth pro-Human Development macro-economics, including suggestions for the countercyclical regulation of financial flows. The book also argues that a series of disruptive factors are nudging the innovation trajectory in new potentially pro-poor and pro-Human Development directions, especially if policies speed-up the diffusion of new efficient appropriate technologies in low and middle income economies.

Globally, there is a commitment to eliminate poverty; and yet the politics that have caused anti-poverty policies to succeed in some countries and to fail in others have been little studied. The Politics of Poverty Reduction focuses on these political processes. Analysis is based partly on global comparisons and partly on case-studies of nine countries that span the developing world. Where governments are politically weak, they need to make alliances with other groups to stay in power, and where these have been with low-income groups, the result may be a lasting and effective pro-poor strategy. Often pro-poor policies have been brought in not with progressive intentions, but out of fear that the state will fall apart unless pro-poor elements are incorporated into government, and the most effective regimes in reducing poverty have seldom been the kindest and most benevolent. The ability to provide the poor with access to key markets, and in particular labour and capital, is crucial, and this in turn requires fiscal strength. Two crucial elements in the story are the ability to frame labour-intensive policies (given that labour is often the only thing that poor people are able to sell) and the design of effective tax and expenditure policies. Aid donors can make a key contribution, partly through reinforcing recipients'' fiscal capacity, but much more through providing technical support of the right kind.

Most introductory statistics text-books are written either in a highly mathematical style for an intended readership of mathematics undergraduate students, or in a recipe-book style for an intended audience of non-mathematically inclined undergraduate or postgraduate students, typically in a single discipline; hence, "statistics for biologists", "statistics for psychologists", and so on.An antidote to technique-oriented service courses, this book is different. It studiously avoids the recipe-book style and keeps algebraic details of specific statistical methods to the minimum extent necessary to understand the underlying concepts. Instead, the text aims to give the reader a clear understanding of how core statistical ideas of experimental design, modelling and data analysis are integral to the scientific method. Aimed primarily at beginning postgraduate students across a range of scientific disciplines (albeit with a bias towards the biological, environmental and health sciences), it therefore assumes some maturity of understanding of scientific method, but does not require any prior knowledge of statistics, or any mathematical knowledge beyond basic algebra and a willingness to come to terms with mathematical notation.Any statistical analysis of a realistically sized data-set requires the use of specially written computer software. An Appendix introduces the reader to our open-source software of choice, R, whilst the book''s web-page includes downloadable data and R code that enables the reader to reproduce all of the analyses in the book and, with easy modifications, to adapt the code to analyse their own data if they wish. However, the book is not intended to be a textbook on statistical computing, and all of the material in the book can be understood without using either R or any other computer software.

Historic Myanmar elections in November 2015 paved the way for an NLD government led by Aung San Suu Kyi to take office in March 2016, and saw the country deepen its graduated transition away from authoritarian rule. Nevertheless, military forces that for decades dominated national politics remain privileged in a constitutional framework designed to deliver ''discipline-flourishing democracy''. In August 2017, the military intensified its campaign of ethnic cleansing of Myanmar''s Rohingya Muslim minority, and more than 750,000 refugees fled to neighbouring Bangladesh. One critical question that now confronts the fifty million people of this Southeast Asian nation is whether their push for greater democracy is strong enough to prevail over the resistance of a powerful military machine and swelling undercurrents of intolerance. What are the prospects for liberal democracy in Myanmar?This book addresses this question by examining historical conditions, constitutionalism, popular support for democracy, major political actors, group relations and tolerance, and transitional justice. To probe the meaning and purchase of key concepts it presents a rich array of evidence, including eighty-eight in-depth interviews and three waves of surveys and survey experiments conducted by the authors between 2014 and 2018, all of which are triangulated with constitutional and legal texts and reports issued locally and globally. The analysis culminates in the concept of limited liberalism, which reflects an at times puzzling blend of liberal and illiberal attitudes. The book concludes that a weakening of liberal commitments among politicians and citizens alike, allied with spreading limited liberal attitudes, casts doubt on the prospects for liberal democracy in Myanmar.

In light of the opportunities and the challenges facing African economies in the 21st century, this edited volume traces the evolution of poverty in the course of economic development in sub-Saharan Africa over the recent decades. By engaging with, and seeking to develop on, the work of Professor Erik Thorbecke, it examines the evolving dynamics of poverty in multiple dimensions. It also discusses how to lay down foundations for improved governance and institutions that will realize inclusive development in sub-Saharan Africa. Thus, the volume contributes to our understanding of dynamics of pro-poor growth and pro-growth poverty reduction, and to the on-going policy and academic debates on how to overcome fragility and vulnerability and secure inclusive development through socio-economic transformation in sub-Saharan Africa. The volume is divided into four parts; two overview chapters in Part 1 set out a common theme running through the volume. Four chapters in Part II examine an evolution of the poverty profile in different dimensions in sub-Saharan Africa since the new millennium. Part III presents three country case studies of tracing poverty dynamics under a country-specific institutional and policy environment. Part IV consists of three chapters, each of which addresses the question of how to advance an inclusive development agenda in sub-Saharan Africa, but from three different perspectives: structural changes, a governance framework, and an institutional foundation.
