Crystal Simone Smith’s new poetry collection, Runagate, reimagines the experiences of enslaved and formerly enslaved persons in a stark and chilling response to the archives of chattel slavery: bills of sale, interviews, narratives, and fugitive runaway ads. Embodying the aesthetics and Japanese poetic forms haiku and tanka, her poems bear witness to the brutal and horrifying treatment of enslaved people and contrast their humanity with the inhumanity of their enslavers. In these poems, fugitive persons evade slave patrol hounds by climbing magnolia trees, use the cover of night and the detritus of a shipwreck to swim to freedom, and find temporary refuge in a cabin where a woman offers bread and water. Throughout, Smith poignantly envisions their flights to freedom-passages that were fueled by love, hope, and impossible dreams. She unceasingly gives voice to those who found courage in both bondage and freedom. In Runagate, the enslaved regain their stories and return to the sensory world.

In Queer in Translation , Evren Savcı analyzes the travel and translation of Western LGBT political terminology to Turkey in order to illuminate how sexual politics have unfolded under Recep Tayyip Erdoğan''s AKP government. Under the AKP''s neoliberal Islamic regime, Savcı shows, there has been a stark shift from a politics of multicultural inclusion to one of securitized authoritarianism. Drawing from ethnographic work with queer activist groups to understand how discourses of sexuality travel and are taken up in political discourse, Savcı traces the intersection of queerness, Islam, and neoliberal governance within new and complex regimes of morality. Savcı turns to translation as a queer methodology to think Islam and neoliberalism together and to evade the limiting binaries of traditional/modern, authentic/colonial, global/local, and East/West—thereby opening up ways of understanding the social movements and political discourse that coalesce around sexual liberation in ways that do justice to the complexities both of what circulates under the signifier Islam and of sexual political movements in Muslim-majority countries.

How did states come to monopolize control over migration? What do the processes that produced this monopoly tell us about the modern state? In Indian Migration and Empire Radhika Mongia provocatively argues that the formation of colonial migration regulations was dependent upon, accompanied by, and generative of profound changes in normative conceptions of the modern state. Focused on state regulation of colonial Indian migration between 1834 and 1917, Mongia illuminates the genesis of central techniques of migration control. She shows how important elements of current migration regimes, including the notion of state sovereignty as embodying the authority to control migration, the distinction between free and forced migration, the emergence of passports, the formation of migration bureaucracies, and the incorporation of kinship relations into migration logics, are the product of complex debates that attended colonial migrations. By charting how state control of migration was critical to the transformation of a world dominated by empire-states into a world dominated by nation-states, Mongia challenges positions that posit a stark distinction between the colonial state and the modern state to trace aspects of their entanglements.

With historically underrepresented communities experiencing higher rates of COVID-19 infection and mortality, the pandemic has thrown into stark relief the severe inequities in US health care. In this special issue, a multidisciplinary group of contributors presents empirical evidence for how the pandemic has had a disproportionately negative impact on people of color, incarcerated people, and people with disabilities. These articles show how the pandemic response has been both wholly inadequate for the magnitude of the problem and, in certain policy arenas, has exacerbated existing inequities. Topics include changes in the treatment of disabilities under crisis standards of care, systemic racism in the federal pandemic health care response, and compounded racialized vulnerability within incarceration facilities. Virtually since its inception, the United States has nurtured a dreamlike and often delirious image of itself as an essentially classless society. Given the stark levels of social inequality that have actually existed and that continue today, what sustains this at once hopelessly ideological and breathlessly utopian mirage? In Around Quitting Time Robert Seguin investigates this question, focusing on a series of modern writers who were acutely sensitive to the American web of ideology and utopic vision in order to argue that a pervasive middle-class imaginary is the key to the enigma of class in America. Tracing connections between the reconstruction of the labor process and the aesthetic dilemmas of modernism, between the emergence of the modern state and the structure of narrative, Seguin analyzes the work of Nathanael West, Ernest Hemingway, Willa Cather, John Barth, and others. These fictional narratives serve to demonstrate for Seguin the pattern of social sites and cultural phenomenon that have emerged where work and leisure, production and consumption, and activity and passivity coincide. He reveals how, by creating pathways between these seemingly opposed domains, the middle-class imaginary at once captures and suspends the dynamics of social class and opens out onto a political and cultural terrain where class is both omnipresent and invisible. Located at Fort Benning in Columbus, Georgia, the School of the Americas (soa) is a U.S. Army center that has trained more than sixty thousand soldiers and police, mostly from Latin America, in counterinsurgency and combat-related skills since it was founded in 1946. So widely documented is the participation of the School’s graduates in torture, murder, and political repression throughout Latin America that in 2001 the School officially changed its name to the Western Hemisphere Institute for Security Cooperation. Lesley Gill goes behind the façade and presents a comprehensive portrait of the School of the Americas. Talking to a retired Colombian general accused by international human rights organizations of terrible crimes, sitting in on classes, accompanying soa students and their families to an upscale local mall, listening to coca farmers in Colombia and Bolivia, conversing with anti-soa activists in the cramped office of the School of the Americas Watch—Gill exposes the School’s institutionalization of state-sponsored violence, the havoc it has wrought in Latin America, and the strategies used by activists seeking to curtail it.
